Public Layer Lab is the public-facing name used by Stichting Instituut voor Digitale Publieke Systemen, a Dutch stichting based in ’s-Hertogenbosch, Netherlands.

The stichting was established by notarial deed on 18 May 2026 and is registered in the Dutch Business Register under KvK number 42061376.

On this site, “Public Layer Lab” refers to the public-facing research and explanation layer. “Stichting Instituut voor Digitale Publieke Systemen” refers to the legal entity that provides the institutional base for that work.

The stichting provides an institutional home for public-interest research, public explanation, method development, and related work on digital and administrative systems of public or social importance.

Its statutory purpose concerns the fair, accessible, understandable, and publicly accountable organisation of digital and administrative systems used by public or socially relevant institutions. The stichting may pursue this purpose through research, method development, public explanation, advice, co-development, education, collaboration, publication, and related activities.

On the website, this statutory purpose is translated into a public-facing focus on systems that shape access, recognition, participation, decisions, explanation, correction, accountability, and repair. That focus includes public administration, but it is not limited to government systems.

Public Layer Lab is currently in an early institutional phase. This page provides basic legal and institutional information. Further governance, funding, donation, tax, or programme information will only be added when it has been separately reviewed and is ready for public presentation.
